robust [adjective]:

Completely lacking in substance, utility, effectiveness

Usage examples and meanings:

Example: “We have a robust virus testing policy which is the envy of the world.”

Meaning: “There are countries whose virus testing policy consists of having the patient lick a termite and wait to see whether it sneezes - and even those countries do not envy our testing policy. We have absolutely no idea what we’re doing, everybody knows we have absolutely no idea what we’re doing and we know everybody knows we have absolutely no idea what we’re doing.”

Example: “As head teacher of this school, I can assure parents that we have a robust anti-bullying policy.”

Meaning: “As head teacher of this school, I can assure parents that unless their child is as tough as Snake Plissken in Escape from New York, they’re going to have a hard time. Bullying is so entrenched in our school that the bullies have formed a trade guild with strict protocols about things like how many times to pull the handle when flushing a first year’s head in the toilet.”
